BOARD OF EDUCATION MEETING

SEPTEMBER 23, 2002

 

A meeting of the Board of School Trustees of the Vigo County School Corporation, Vigo County, Indiana, was held at the Administration Building, 686 Wabash Avenue, Terre Haute, Indiana, on September 23, 2002 at 7:00 P.M.

The following Board Members were present: Mr. Mel Burks, Mr. Gene Shike, Mr. Alferd Hamblen, Mr. Mark May, Dr. Joseph Minnis, Mr. Kenneth Schuster, and Mr. Michael Tom.

Pledge of Allegiance

The Pledge of Allegiance was led by Mr. Shike.

Spotlight

Mrs. Clara Parsons, Media Specialist at Lost Creek Elementary School, introduced students who received an Award of Excellence from the International Student Media Festival. The students and their families will travel to Dallas, Texas in November.

Consent Agenda

Mr. Shike moved for approval of the Consent Agenda. Mr. Burks seconded the motion. The motion passed unanimously.

Discussion

Transfers to the General Fund

Mr. Thornton outlined the state tuition support reductions made by HEA 1196 passed by the legislation in the 2002 General Assembly. He noted that this statute also allowed for transfers to be made from corporation funds, and presented transfers proposed by the administration. Considerable discussion ensued between Board Members and the administration.

This item will be brought back to the October 15th Board Meeting with specific resolutions for the Board to consider.

Rainy Day Fund

Mr. Thornton presented an outline of the statute allowing for the creation of a Rainy Day Fund for school corporations, and shared information gathered from state agencies and other school corporations.

Following Mr. Thornton’s presentation, discussion took place between Board Members and the administration.

New Business

Personnel Report

Mr. Tanoos requested approval of the Personnel Report.

Mr. May moved for approval of the Personnel Report. Mr. Burks seconded the motion. The motion passed unanimously.

Administrators’ Handbook

Mr. Tanoos noted that the Administrators’ Association of the Vigo County School Corporation met and reached an agreement subject to Board approval regarding all aspects of the salary and benefit handbook. He requested approval of a 2.8% salary increase and the cost of the health insurance rate increase, which would result in a total package of 3.88%. He noted that this is within the parameters presented by the Board of School Trustees. The identical package is recommended for approval for the Superintendent and Deputy Superintendent of the Vigo County School Corporation.

Mr. Tom moved to approve the proposed Administrators’ Handbook. Mr. Burks seconded the motion. The motion passed unanimously.

Broad Based Planning Committee 2002-2003

Mr. Tanoos noted that as part of Indiana statute, a Broad Based Planning Committee is needed to provide input for gifted education. He requested approval for the committee to meet monthly to serve as a keeper of the vision for gifted/talented programs.

Mr. Shike moved for approval. Mr. Schuster seconded the motion. Mr. Burks, Mr. Shike, Mr. Hamblen, Mr. May, Mr. Schuster and Mr. Tom voted for approval. Dr. Minnis "abstained" as he is on the committee.

Serve Learn Grant – Deming Elementary School

Mr. Tanoos requested approval of a Learn and Serve Grant for Deming Elementary School from the Indiana Department of Education. He noted that the proposal would provide $3,000 for teachers and students to engage in service learning activities with preschool buddies at the United Child Care Center.

Mr. Schuster moved for approval. Mr. Tom seconded the motion. The motion passed unanimously.

Second Call for Citizens Comments

Comments were received from Mrs. Alice Fuller, Principal of Sugar Grove Elementary School and President of the Administrators’ Association.

Information and Proposals from Board Members

Dr. Minnis recognized Mr. Skinner’s Class from West Vigo High School who was in the audience this evening to earn extra credit.
