The Superintendent and instructional staff shall prepare for consideration by the Board of School Trustees a set of comprehensive educational specifications whenever a new facility or major remodeling of an existing facility is contemplated. These specifications shall include the following:

1. A statement of educational philosophy.

2. Related community data.

3. Basic site requirements.

4. A schedule of space requirements including both instructional spaces and
non-instructional spaces.

5. A description of the proposed curriculum and the teaching methods to be employed.

6. Special services which are to be provided.
