M I N U T E S
A meeting of the Board of School Trustees of the Vigo County School Corporation was held at the Administration Building, 686 Wabash Avenue, Terre Haute, Indiana, on the 23rd day of May 2005 at 7:00 P.M.
The following Board Members were present: Dr. Joseph Minnis, Mr. Paul Lockhart, Mr. Michael Tom, Mr. Mel Burks, Mr. Gene Shike and Mr. Guille Cox.
Pledge of
Allegiance
The Pledge of Allegiance was led by Mr. Mel Burks.
Memoriam
Mr. Shike presented a Resolution of Memoriam for Mr. John (Jack) Lower, former Vigo County School Corporation Board of School Trustees Member; AV Director, Social Studies and Drivers Education Teacher, Terre Haute North Vigo High School; Social Studies Teacher, AV Director and Coach, Chauncey Rose Junior High School.
Mr. Tanoos noted that a rose has been placed at Mr. Lower’s place in his remembrance.
Information from Superintendent Tanoos
Mr. Tanoos presented an overview of events that took place during the past two weeks, and commented that Mr. Lower’s memory will be eternal with our school system.
Mr. Cox recognized the family of Mr. Lower in attendance this evening.

Consent Agenda
Mr. Burks moved for approval of the Consent Agenda. Dr. Minnis seconded the motion. The motion passed unanimously.
The following Consent Agenda items were approved:
1. Minutes – Monday, May 9, 2005
2. Financial Status Report – Month Ending April 2005
3. Encumbrance Report – Period Ending April 30, 2005
4. Accounts Payable Docket – May 23, 2005
5. Permission to Purchase Equipment from Extra-Curricular Funds

School
Improvement and Achievement Plans
Dr. Goeller presented a brief overview of the school improvement and achievement plans. She commented that each accredited Indiana school is required to submit a three-year continuous school improvement plan, and all Vigo County schools have now completed plans to meet this requirement.
Mr. Lower’s Vacant Board of School Trustees Position
Mr. Shike commented that he has received numerous suggestions in favor of Mrs. Jackie Lower completing Mr. Lower’s position on the Board. He noted that Mrs. Lower has been an educator for many years, knows schools, and has children at heart.
Mr. Shike moved that Mrs. Jackie Lower complete Jack Lower’s term on the Board of School Trustees. Mr. Lockhart seconded the motion. The motion passed unanimously.
New Business
Personnel Report
Mr. Tanoos presented the Personnel Report with the following changes:
1. Item V – Change of Assignment
a. Mr. Lotter needs to be changed from Level O -Step II to Level O Step III.
b. Ms. Schopmeyer needs to be changed from Level O-Step I, to Level O Step II.
Mr. Burks moved for approval of the Personnel Report with the above noted changes. Mr. Lockhart seconded the motion. The motion passed unanimously.
Authorization to Commit Resources for Community-Supported/Residential Services
Mrs. Kathy Walker noted this resolution is necessary to allow Superintendent Tanoos to sign for such Covered Bridge services as community-supported/residential services.
Mr. Tom moved for approval. Mr. Burks seconded the motion. The motion passed unanimously.
Carpet/Floor Covering Bid
Mr. Tanoos reported that bids were received and opened on May 10, 2005 for Carpet/Floor Coverings, and requested that a contract be awarded to Carpet Decorators, Inc., for an amount of $178,715.
Dr. Minnis moved for approval. Mr. Burks seconded the motion. The motion passed unanimously.

Health Textbook Adoption
Mr. Tanoos requested permission for approval of the health textbooks, presented at a previous Board Meeting.
Dr. Minnis moved for approval. Mr. Burks seconded the motion. The motion passed unanimously.

Board Appointment to the Vocational Construction Trades, Inc.
Mr. Tanoos recommended that Mr. Paul Lockhart be appointed to the vacancy on the Board of the Vocational Construction Trades, Inc. He noted that the vacancy occurred due to the resignation of Robert Agnew.
Mr. Shike moved for approval. Mr. Burks seconded the motion. The motion passed unanimously.
Latchkey Program Provider
Mr. Tanoos requested permission to advertise for a two-year contract to begin with the 2005-2006 school year, and to conclude with the 2006-2007 school year. He noted that our current provider, W.I.C.C.A., would expire at the conclusion of this school year.
Dr. Minnis moved for approval. Mr. Tom seconded the motion. The motion passed unanimously.

Information and Proposals from Board Members
Mr. Shike inquired about the maintenance and custodial employees giving up their uniform allotment for the incoming year, and asked if any other employment group were giving anything up.
Mr. Orr responded that this was something that the Custodial/Maintenance group thought they could do for one year. Because the uniform allotment has been in their contract for many years, they felt as though they could do without new uniforms for the 2005-2006 school year. Mr. Orr stated that new employees in the Custodial/Maintenance department would be issued the clothing allowance.
Mr. Cox commended the Custodial/Maintenance group for choosing to do this as a way to save the corporation money. He noted that under Federal Law it would be considered an unfair labor practice for the Board to become involved when a Union has a group of elected representatives to make decisions on behalf of that group.
Further discussion ensued, and Mr. Tanoos stated that every employment group turned in suggestions as to what their group could do to help conserve money
