A meeting of the Board of School Trustees of the Vigo County School Corporation was held at the Administration Building, 686 Wabash Avenue, Terre Haute, Indiana, on the 7^th day of April 2006 at 7:30 A.M.

The following Board Members were present: Mr. Gene Shike, Mrs. Jackie Lower, Dr. Joseph Minnis, Mr. Paul Lockhart, Mr. Michael Tom, and Mr. Mel Burks.

1. Fundamentals of Tax Abatement and Tax Increment Finance

Mr. Steve Witt, President of the Terre Haute Economic Development Corporation

presented the fundamentals of tax abatement and tax increment finance. Mr. Witt responded to questions from Board Members following his presentation.

Mr. Bernard Ridens, Executive Director of the Vigo County Taxpayers Association,

presented information to the Board regarding local tax rate and tax increment

financing.
